8.4% TEMPORARY COVID-19 BUDGET INCREASE FOR CDCS AND CSG
Effective December 1, 2020, the Minnesota State Legislature has authorized an 8.4% increase for direct support workers to respond to Covid-19. The Department of Human Services (DHS) will temporarily increase rates/budgets by 8.4% for all services rendered between 12/1/2020 and 2/7/2021 to be used toward direct support services in CDCS and CSG.
DHS is requiring participants to use at least 80% of the additional funds to increase staffing dollars and applicable employer taxes and fees. Up to 20% of the additional funds can be used to purchase Personal Protective Equipment (PPE).

We have received many questions regarding the Covid-19 vaccine and want to provide an update to all the participants of Orion ISO.
Orion ISO has been seeking clarification from the Dept of Human Services and the MN Dept of Health on vaccines for people utilizing CDCS, CSG, and the Individualized Home Supports/Personal Support Program. These services, along with other services provided in participant homes, are not specifically mentioned in the State’s priority group definitions. Right now, the State of MN is providing vaccines to Phase 1a Tier 3 employees. It is our understanding that CDCS, CSG, and IHS/PS employees, are not part of the Phase 1a Tier 3 group, and that they may be in the Phase 1 B group.
We received the following information from DHS:
As of right now, only PCAs and Home Health Aides are technically considered part of the group 1a tier 3 priority. Other in home workers and CDCS workers will likely be included within phase 1b, but we don’t know for sure. Priority group definitions come from the Governor’s office in consultation with the Dept. of Health. We are hearing that some counties are including other types of in home workers besides just PCAs and HHAs.
Our organization has been participating in COVID-19 informational calls with DHS and the MN Dept of Health, and have asked for information about CDCS, CSG, and IHS/PS specifically. We are also registered with the Counties to receive vaccination information. We will provide more information to employers and/or employees as we receive clarification from DHS, the MN Dept of Health, and Counties.
For now, we encourage you to complete the Health Care Vaccination Connection Form provided by the MN Department of Health. They will individually provide you with vaccination information.
We understand this is has been a trying year for everyone and information regarding a vaccine is desired. As you know, the availability and roll out of the vaccines are state and national issues. Hopefully this will become much easier as more vaccines become available. Until then, Orion ISO will continue to learn and pass along all available information.
