Orion ISO Service

Under self-directed services, those we serve receive an individualized budget and each client decides how to use those funds. Orion ISO individuals select, schedule and supervise their own employees and often employ those they know best including family and trusted friends. They also may purchase other goods and services such as adaptive equipment, training and modifications.

Orion ISO works with many programs and service options and our role as a Minnesota fiscal agent may vary. Some of our responsibilities as a fiscal intermediary may include:

Roles & Responsibilities

Communication Strategy

We will communicate our work with employees, potential employees, customers and stakeholders through direct email, newsletters, internal trainings, websites, external publications and social media.

Evaluation Methodology

The effectiveness and achievement of our goals for diversity and inclusion will be reviewed and reported quarterly. The report will be provided to the CEO and the executive team. The review will focus on the implementation of the actions, the progress made and successes. It will also identify any adjustments required to improve effectiveness.

The evaluation will include: A qualitative assessment of progress or achievement of the actions and; A quantitative assessment of the impact of the strategy on employee perceptions and experience of the culture of the organization. Data will be gathered from satisfaction surveys, exit data, 1-month follow-ups and suggestions submitted via the suggestion box.

The outcome of the evaluation and review will guide the development of further action plans.

Consumer Support Grant (CSG)

The Consumer Support Grant (CSG) is a Minnesota state-funded alternative to medical assistance home care programs. CSG participants receive monthly cash grants through a financial management services firm like Orion ISO. The grant can be used to purchase services, goods and supports like staffing, therapy, equipment and supplies, nutrition and transportation. The CSG lets families and individuals pay people they know and trust to provide care for their loved one.

Orion ISO’s services under the CSG include:

  • Payroll services including timesheet processing, payroll and payroll tax withholding and deposits
  • Expense and reimbursements of goods and services
  • Monthly spending reports

Consumer Directed Community Supports (CDCS)

Consumer Directed Community Supports (CDCS) is an option available for individuals on a home and community-based waiver that allows people to live independently. CDCS requires individuals to use a Financial Management Service (FMS) like Orion ISO.

The FMS assists with employer-related responsibilities that include payment of hours worked with the consumer, reimbursement of approved goods and services, billing medical assistance, providing and expense verification and reporting to the Department of Human Services.

As a Financial Management Service provider in the state of Minnesota, Orion ISO has an excellent track record of providing high quality service. The consumer or consumer’s representative assumes the role of employer. Orion ISO assumes the role of fiscal agent.

Individualized Home Services (IHS)

​​Personal Supports is a traditional service option available to people on the developmental disabilities waiver that provides licensed staffing support. People may choose to utilize other waivered services in addition to Personal Supports such as licensed Respite, Homemaker or Transportation. Because Personal Supports is not a habilitative service, an individual must also have one paid or unpaid habilitative service built into their service plan. Orion ISO is a 245D licensed provider of Personal Support, Respite and Homemaker services.

Orion ISO is one of the largest organizations of its kind in Minnesota and was one of the first to provide self- directed services in the state. Our related organization, Morning Sun Financial Services, provides fiscal intermediary services in Alabama, Colorado, Ohio, Oklahoma and Utah.
